Here we have one of those covers by committee.  The original version appears to have been pencilled by Gil Kane, probably over a layout by someone else, most likely Marie Severin.  It looks like John Romita revised the Spider-Man figure and inked some of the cover, turning it over to someone else to finish.  Obviously at this point, it was decided that Razorback had to be in there so they changed the Flash Thompson figure into Razorback and added Flash in the background.  Romita probably did the rearrangement then, again, left the art to others to finish.  It looks like Frank Giacoia and Mike Esposito are in there somewhere but it could be almost anyone.
